On Tuesday,
April 10, 2007,
Bill Keyes, founder
and president of
the Institute for Responsible Citizenship, spoke at The
Lincoln Institute Breakfast
Forum
at the University Club in
Washington, D.C.
Jay Parker has known Bill for many years. He's
another who got his “start” at The Lincoln Institute, when
he stopped by one morning in 1979 and was given an
assignment to research the Davis-Bacon Act and its effects
on black Americans. His research on that issue and several
others appeared in our quarterly journal Lincoln Review.
He went on to labor in the conservative vineyards for many
years ... as a Capitol Hill staffer, an ACU lobbyist, a
school choice activist, a White House staffer for President
Reagan, founder of BLACK PAC and other activities.
Frustrated at the
small number of black conservatives, Bill founded the
Institute for Responsible Citizenship to bring the best and
brightest black male college students to Washington, D.C.
where they are immersed in intense instruction about
America's founding and about free market economics. We
heard the amazing stories he tells about the kids that have
participated in his program - many of whom are not
conservatives when they start the program.
